Objective

The State of Texas aimed to redefine how it serves its constituents by moving away from agency-centric silos. The objective was to create Texas by Texas (TxT), a mobile-first digital assistant that allows residents to manage multiple government services—such as vehicle registrations, professional licenses, and healthcare needs—through a single, secure identity.

Challenge

With 29 million residents and hundreds of agencies, the state faced massive complexity. Citizens were burdened with "identity sprawl," needing different credentials for every agency interaction. For the state, the challenge was to consolidate these legacy systems quickly without disrupting services, all while meeting the rigorous security and compliance standards required for government data.

Solution

Deloitte Consulting implemented the Ping Identity (formerly ForgeRock) platform as the strategic identity engine for the state. This solution provides the high-scale directory and orchestration needed to unify 52 different applications (and counting). The platform supports Single Sign-On (SSO) and multi-factor authentication (MFA), ensuring that whether a citizen is filing taxes or addressing a healthcare issue, their data remains protected by bank-grade security.

Results

The partnership between the State of Texas, Deloitte, and Ping Identity resulted in an incredibly rapid digital transformation, with the initial launch achieved within just two months. Today, the TxT platform provides a consistent and secure user experience that scales to millions of users. By centralizing identity, the state has not only improved constituent satisfaction but also created a foundation for future innovation and proactive government service delivery.
