Objective

Under the "One Utah" vision, the state aimed to modernize its digital infrastructure to be more constituent-centric. The objective was to eliminate the confusion of agency silos and provide Utahns with a seamless, personalized experience that allows them to interact with the government as easily as they do with a private-sector bank or retailer.

Challenge

With hundreds of state agencies operating independently, Utah faced a massive identity sprawl problem. Residents had to remember different usernames and passwords for the DMV, the Department of Workforce Services, and the Department of Natural Resources. This fragmentation made it difficult for the state to provide a cohesive journey, increased the risk of data breaches, and placed a heavy administrative burden on IT teams managing redundant systems.

Solution

The State of Utah deployed the Ping Identity (formerly ForgeRock) platform as its strategic identity backbone. This CIAM solution provides a unified directory and a flexible orchestration engine that supports Single Sign-On (SSO) and multi-factor authentication (MFA). The platform enables a login once, access everything model, ensuring that a resident's identity is verified and protected across every digital touchpoint within the state's ecosystem.

Results

The transition to a unified identity platform has fundamentally changed how Utah serves its citizens. Millions of residents now benefit from a faster, more secure way to access critical benefits and services. By centralizing identity, Utah has improved its security posture, gained a better understanding of resident needs through cross-agency data, and positioned itself as a national leader in digital government innovation.
